Head of Human Resources – Department of Internship Programs

TO THE ATTENTION OF ALL BAHÇEŞEHİR STUDENTS PLANNING TO DO AN INTERNSHIP:

Dear Students,

It is a legal requirement for students to be insured throughout the duration of their internship. The Department of Internship Programs at the Head of Human Resources handles all insurance matters. See below for general guidelines on the current laws regarding insurance for students planning on doing an internship: 

Students must submit the required documents in PDF format to the Head of Human Resources - Department of Internship Programs at staj@hur.bau.edu.tr no earlier than 1 month and no later than 5 days prior to the start of the internship. For example, for an internship that begins on 16/01/2023, the insurance documents must be submitted between 17/12/2022 and 09/01/2023. Insurance procedures for internships must not begin more than 1 month before the start date of the internship as stipulated by the SGK system.

If insurance procedures are not properly carried out and legal requirements not met, the internship can not be legitimate.  Therefore, it is imperitive to act promptly within the allotted time frame.

As of 05/12/2022 only applications made to staj@hur.bau.edu.tr will be accepted and they must be submitted within business hours (08:30/17:00) on weekdays.  Applications made after hours or on the weekend will not be processed so students will have to re-apply during business hours.  

Students will receive an e-mail containing their SGK internship insurance statement of employment after submitting their online application.  Students must send the statement to the business where they will do their internship.  Once the SGK statement of employment is received by the student, if there are any changes in the dates of the internship, the student must reapply to the Department of Internship Programs at the Head of Human Resources with a statement from their employer indicating the new dates. 

REQUIRED DOCUMENTS:
•    copy of Turkish ID card 
•    1 photo 
•    document containing official residence or a bill registered in the student’s name
•    completed application form required by the faculty
•    signed and sealed document from the company where the internship will take place (Application 1 or Application 2 may be completed as long as the company seal is present) or a seperate application on the company letterhead or containing the company seal
Students who intend to do a full time intership must complete Application 1; those who plan to do a part time internship must complete Application 2, indicating how many days a week they will be interning. 
•    Commitment Letter: It is important to determine whether students whose higher education studies involve an internship are financially supported by their family before registering them to the Department of Social Security.  Therefore, it is obligatory for students to provide a proclamation and commitment letter to the Department of Internship Programs in order to avoid any penalties in the future.  

The Department of Internship Programs applies different procedures depending on whether students’ healthcare expenses are provided by their family:  

Proclamation and Commitment -1 to be completed by those whose healthcare expenses are provided by their family 

Proclamation and Commitment -2 to be completed by those whose healthcare expenses are not provided by their family and who will be availing themselves of healthcare services

• Work Permit Exemptions: International students who plan to do an internship must obtain documents indicating that they are exempt from having to receive a work permit.  Those who do not receive their exemption documents can not start work as interns.  Detailed information on applying for an exemption is available  at https://emuafiyet.csgb.gov.tr/welcome. This application is for internships within Türkiye.

INTERNSHIP INSURANCE CODE OF PRACTICE LAW TEXT

Law No 6111 on the restructuring of certain claims and amending the Social Insurance and General Health Insurance Law and other Decrees have been published in the Official Gazette dated 25/2/2011 and numbered 27857.

In accordance with Article 24 of Law No 6111 and Paragraph 1, Clause (b), Article 5 of the same law, as of 1/3/2011, health insurance including occupational illness and accident coverage will be provided for: apprentice candidates, apprentices, students receiving vocational training in places of business; those obligated to do an internship during their vocational and technical secondary and higher education studies; those receiving supplementary or field training during secondary school studies; scholarship students working on projects supported by public institutions and coorporations; and students subject to Article 46 of Higher Education Law No 2547 who work part time and whose monthly premium earnings do not exceed thirty times the lower limit of their daily premium earnings determined in accordance with Article 82 of the same law.  Those who are classed in this category are considered insured under Clause (a), Paragraph 1 of Article 4, and general health insurance is provided for those who are not responsible for the care of these individuals.

The rate of premiums for those not responsible for the care of insurance holders subject to Law No 6111, Article 5, Paragraph 1, Clause (b) is 6% of their earnings in accordance with Article 38 and the amendment made in Article 81 of the same Law as of 01/03/2011.  1% of this rate is allotted for short-term types of insurance and 5% is the general health insurance premium.  The Ministry of National Education, the schools, or institutions of higher education where students study are responsible for paying the premiums.  As of 01/03/2011, employers will not be required to issue a separate statement of employment for insurance holders who do not have dependents. 

Article 24 of Law No 6111 and Clause (b) of Paragraph 1 of Article 5 of the same Law have been amended; the term “mandatory” has been removed from Articles 26, 41, Clause (a) of Paragraph 1 of Article 7, and Clause (e) of Article 87 as of 01/03/2011.  In accordance with Law No 5510, Article 5, Paragraph 1, Clause (b), as of 01/03/2011, students who are either obliged to do an internship by their institution or whose program is suited for one during their vocational secondary school or higher education studies are considered insured for the duration of their internship.
